libid3-3.8.3c2a software package provides library for manipulating ID3v1 and ID3v2 tags, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libid3-3.8.3c2a
libid3-3.8.3c2a is installed in your system.
